                   WILLINGTON CONSERVATION COMMISSION MEETING
         1/15/2014 Meeting

Call to Order: The meeting was called to order @ 7:07 pm.

Roll Call: P. Andersen, K. Demers, M. Drobney, C. Jordan, M. Schreiber, R. Shabot

Approval of Minutes of 11/20/13: Minutes were approved on a motion by CJ/KD: 6 ayes.  So moved.  

Seating of Alternates:  On a motion by CJ/KD K. Pacholski for  seated for P. Pribula. So moved

Present to Speak: Not applicable.

Finance: C Jordan presented worksheets and rationales for the FY14/15 budget process and upcoming  CIP proposal..

Old Business
A. Properties Management
FRP-DS: PA walked the Taylor & Julia’s Trails on 1/14/14 and reports conditions are good. The Taylor Trail needs to be trail blazed clockwise, brushcut in areas and autumn olive cleared to impeded there spreading.
Boundary Marking: There was discussion on the boundary maintenance proposal submitted by Dan Donohue of DBA Natural Resources Consultants LLC for FY 14/15. The following motion was made by CJ/RS: The Willington Conservation Commission asks that the Board of Finance  approve the use of $3500 from the Park and Recreation Capital and Nonrecurring Expense Fund for boundary location and marking at Fenton-Ruby Park and an inventory and silvicultural and harvest operational plan at FRP Management Units 7 and 8. Unanimous vote.
New Taylor Pond Trail Guide: Tabled.
Knowlton Preserve/Talmadge Tract: Projects: Trailhead Parking, Bridges. Tabled.
--Other: RS reported on 4 wheel traffic in the Knowlton Preserve.
B. Town Development: PZC;IWWC Tabled

C. Collaborative Organizations:
Willimantic River Alliance: No report.
Joshua’s Trust: No report
Windham County Conservation Consortium: No Report
D. Budget and CIP Request. See Finance report
E. Open Space Map Updating:  C. Jordan has researched the open space parcels database and feels confident with the data to move forward on updating the Committed Open Space Map.
F. Programs WCC is planning the details to have a screening of the film “City Dark” by Ian Cheney.  The film follows Cheney as he leads viewers on a quest to understand how light pollution affects people and the planet. K. Pacholski is taking care of booking space for the program.
G. Other WCC will not host a program for the 2014 CFPA Trails Day in June 2014.

New Business
  • Meeting Schedule. P, Andersen has submitted the 2014 Meeting Schedule with no change from previous submissions.
  • Election of Officers: On a motion by RS/MD the WCC elected the nominated  slate of candidates for 2014 : Peter Andersen: Chair, Kathy Demers: Vice Chair, Carol Jordan: Treasurer, Marilyn Schreiber: Secretary. So Moved Unanimous
C.  Communications: Tabled
D. Other: P. Andersen presented the Project Contract that the Commission will use when an individual or organization performs a service project that engages any of the properties managed by the Conservation Commission.
